Login to your blogger account, choose 'Layout'
from the selection: Manage: Posts, Settings, Layout
Choose 'Add a Page Element', then choose 'HTML/Javascript'
Type 'Links' into the title
Use step 2 (CTL-v) to paste into the 'Content' area.
Click on 'Save Changes'
